This Data Accuracy Disclaimer applies to all vehicle data reports and information provided through reviewcar.co.uk (the "Website"), operated by eSolutions 88, LLC, a Florida limited liability company with its registered address at 390 Northeast 191st Street, Miami, FL 33179, USA ("we", "us", "our"). Please read this disclaimer carefully before purchasing or relying upon any vehicle data report from our service.
1. Our Data Sources
Vehicle data reports generated through our Website are compiled from multiple third-party data sources. We aggregate and present data from the following sources to provide a comprehensive overview of a vehicle's recorded history:
1.1 DVLA Vehicle Enquiry Service (VES)
The Driver and Vehicle Licensing Agency (DVLA) is an executive agency of the UK Government responsible for maintaining the register of drivers and vehicles in Great Britain. We access vehicle registration data through the DVLA's Vehicle Enquiry Service (VES) API, which provides information including but not limited to:
- Vehicle make, model, and colour
- Date of first registration
- Year of manufacture
- Engine capacity and fuel type
- Vehicle tax (VED) status and expiry date
- MOT status and expiry date
- CO2 emissions and Euro status
- Vehicle type approval category
- Export and scrap markers
Data from the DVLA VES is provided in real-time at the point of your lookup. However, there may be delays between a change being reported to the DVLA and that change being reflected in the VES data. The DVLA does not guarantee the accuracy or completeness of data provided through the VES API.
1.2 DVSA MOT History
The Driver and Vehicle Standards Agency (DVSA) maintains the official record of MOT test results for vehicles registered in Great Britain. We access MOT history data through the DVSA's MOT History API, which provides information including:
- Dates and results of all recorded MOT tests
- Mileage readings recorded at each MOT test
- Advisory notices, minor defects, major defects, and dangerous defects identified during each test
- Reasons for test failure where applicable
- MOT test location details
Limitations of DVSA MOT data:
- MOT records are only available for tests conducted in England, Scotland, and Wales. Vehicles tested in Northern Ireland have separate records maintained by the Driver and Vehicle Agency (DVA) and are not included in DVSA data.
- Historical MOT records typically date back to 2005 for most vehicles. Records for tests conducted before this date may not be available electronically.
- Mileage readings are recorded as stated by the vehicle presenter at the time of the test and are not independently verified by the testing station.
- MOT data does not capture the vehicle's condition between tests, any repairs carried out after a test, or the vehicle's service history.
1.3 Licensed Commercial Data Providers
For our Full and Premium reports, we access additional vehicle data through licensed commercial data providers, including UK Vehicle Data (UKVD) and other authorised data partners. These providers aggregate data from a range of sources to supply information that may include:
- Vehicle specification data (dimensions, performance, equipment)
- Valuation estimates and market data
- Vehicle identification number (VIN) data and decoding
- Keeper change history (number of previous keepers, not personal details)
- Vehicle images and technical illustrations
Commercial data providers source their data from manufacturers, industry databases, government agencies, and proprietary datasets. While these providers take steps to ensure data quality, the accuracy and completeness of their data is subject to the limitations of their own sources and update schedules.
1.4 Vehicle Data Intelligence (VDI) Checks — Premium Reports
Our Premium reports include a Vehicle Data Intelligence (VDI) check, which searches specialist databases for recorded markers against the vehicle. The VDI check covers:
- Stolen vehicle records: Whether the vehicle has been reported as stolen to UK police forces via the Police National Computer (PNC).
- Outstanding finance: Whether there are any recorded finance agreements (such as Hire Purchase or Personal Contract Purchase) registered against the vehicle with major UK finance houses.
- Insurance write-off records: Whether the vehicle has been recorded as a total loss (Category A, B, S, or N) by an insurance company following an accident, flood, fire, or theft recovery.
- Plate change history: Whether the vehicle's registration number has been changed, which could be used to disguise a vehicle's history.
- Scrapped vehicle markers: Whether the vehicle has been recorded as scrapped or destroyed at an Authorised Treatment Facility (ATF).
- Imported/exported markers: Whether the vehicle has been recorded as imported into or exported from the UK.
- Mileage discrepancy alerts: Whether recorded mileage readings show inconsistencies that may indicate the odometer has been tampered with.
2. Data Accuracy and Completeness
We do not independently modify, alter, verify, or guarantee the accuracy, completeness, reliability, or currency of the data presented in our reports. We present data as received from our third-party sources. Specifically:
- We act as a data aggregator and presentation layer. Our role is to compile data from multiple sources into a single, easy-to-read report. We do not independently investigate or verify the underlying data.
- Data may contain errors, omissions, or outdated information. Third-party data sources may not have been updated to reflect recent changes, and there may be delays between events occurring and records being updated.
- The absence of a marker (for example, no stolen vehicle record or no outstanding finance record) does not guarantee that the vehicle is free from such issues. Not all police forces, finance companies, or insurers report to the same databases, and records may be incomplete, delayed, or not yet entered at the time of your check.
- We do not warrant that the data in any report will be error-free, uninterrupted, or free from defects.
3. Reports Are Informational Only
All vehicle data reports provided through our Website are for general informational purposes only. Our reports do not constitute and should not be relied upon as:
- Legal advice: Our reports are not a substitute for professional legal advice. If you have legal concerns about a vehicle (for example, regarding ownership, outstanding finance, or stolen status), you should consult a qualified solicitor or legal professional.
- Financial advice: Vehicle valuation estimates and finance information in our reports are indicative only and should not be used as the sole basis for financial decisions. Consult a qualified financial adviser or lender for specific financial guidance.
- Mechanical advice: Our reports do not provide an assessment of the vehicle's mechanical condition, roadworthiness, or safety. MOT history and advisory notices provide a snapshot of the vehicle's condition at the time of testing and do not reflect the vehicle's current mechanical state.
- A vehicle inspection: Our reports are not a substitute for a physical inspection of the vehicle. No digital report can replace a hands-on examination by a qualified mechanic or vehicle inspector.
- A guarantee of vehicle history: Our reports present recorded data, which may not capture every event in a vehicle's history. Unreported incidents, private repairs, and events not captured by the databases we query will not appear in our reports.
4. Recommendation: Independent Vehicle Inspection
We strongly recommend that you always obtain an independent professional vehicle inspection before making any decision to purchase a used vehicle. A qualified vehicle inspector or mechanic can identify mechanical issues, structural damage, paint defects, and other problems that cannot be detected through a data report alone.
Organisations such as the AA, RAC, and Dekra offer professional vehicle inspection services throughout the UK. An independent inspection, combined with a vehicle data report, provides a more complete picture of a vehicle's condition and history than either resource alone.
In addition to a professional inspection, we recommend:
- Verifying the vehicle's identity by checking the Vehicle Identification Number (VIN) on the vehicle matches the V5C registration certificate and our report.
- Confirming the seller's identity and checking that their details match the V5C registration certificate (Section 6 — new keeper details).
- Viewing and test-driving the vehicle in person before purchasing.
- Checking the vehicle's service history with original documentation where possible.
5. Limitations of VDI and Premium Checks
While the Vehicle Data Intelligence (VDI) check included in our Premium report queries specialist databases for theft, finance, write-off, and other markers, it is important to understand the inherent limitations of these checks:
- Stolen vehicle records are dependent on the vehicle having been reported as stolen to a UK police force that records the information on the Police National Computer. Vehicles stolen but not yet reported, or reported to overseas police forces, may not appear in the database.
- Outstanding finance records are compiled from information voluntarily provided by participating finance companies. Not all finance providers register their agreements with the databases we query, and some smaller or specialist lenders may not be included. Private loans secured against a vehicle, or finance agreements with non-participating lenders, will not be detected.
- Insurance write-off records depend on the insurer recording the write-off with the relevant industry database (such as the Claims and Underwriting Exchange or the Motor Insurance Anti-Fraud and Theft Register). Vehicles that were written off but not claimed on insurance, or where the insurer did not record the write-off, will not appear.
- Mileage data is compiled from MOT test records, service records, and other sources where mileage was recorded. Mileage clocking (odometer fraud) that occurs between recorded readings may not be detected. The absence of a mileage discrepancy flag does not guarantee the odometer reading is genuine.
- A clear VDI check does not guarantee that the vehicle is entirely free from undisclosed issues. It confirms only that no adverse markers were found in the specific databases queried at the time of the check. Issues not recorded in these databases, or recorded after the check was performed, will not be reflected in the report.
6. Limitation of Liability
To the fullest extent permitted by applicable law:
- Our reports are provided on an "as is" and "as available" basis. We make no representations or warranties of any kind, express or implied, regarding the accuracy, completeness, reliability, suitability, or availability of the data in our reports.
- We shall not be liable for any loss or damage whatsoever, including without limitation, indirect, consequential, or incidental loss or damage, or any loss or damage arising from the use of, or reliance upon, the information provided in our reports.
- We shall not be liable for any decisions made or actions taken based on the information in our reports, including but not limited to the purchase of a vehicle.
- Our total aggregate liability in connection with any report shall not exceed the amount you paid for that report.
Nothing in this disclaimer excludes or limits our liability for death or personal injury caused by our negligence, fraud or fraudulent misrepresentation, or any other liability that cannot be excluded or limited by applicable law.
7. Third-Party Data Provider Disclaimers
The data in our reports originates from third-party sources that are independent of eSolutions 88, LLC. We have no control over the practices, content, accuracy, or data collection methods of these third parties. Each data source has its own terms, conditions, and limitations:
- The DVLA provides data under the Open Government Licence and its own API terms of service. DVLA data is Crown Copyright.
- The DVSA provides MOT history data under the Open Government Licence. DVSA data is Crown Copyright.
- Commercial data providers (including UKVD) supply data under their respective licensing agreements and terms of service. We are authorised to present their data within our reports, but the accuracy and completeness of that data is the responsibility of the originating provider.
Any complaints regarding the accuracy of data originating from these sources should be directed to the relevant provider or agency. We will, where possible, assist you in identifying the correct point of contact for data accuracy queries.
